Abstract: Local Water Corporation is required to improve its performance so that the quality of water should be produced in accordance with customer expectations. Besides having the availability at source and quality of water, one of the most important factors is service level network infrastructure. The present condition of water supply in the city of Guwahati is very diverse. People are dependent upon various water sources, and the old system of water connection are not reliable to support the future population growth. Illegal water supply system in the city has been playing an important role in the accomplishment of the water needs of the people. Because of the effective availability during the time of scarcity it has acquired the space among the public. There is a huge contestation around the globe whether water is an economic good or public good. Even after having a huge water source like the Brahmaputra, still the people are dependent on the groundwater and some of the other people are buying from the water vendor without a standard rate. In order to support the city from the water crises, the state government has initiated a water project under PPP model. Construction of this infrastructure needs lots of people’s money. so this study has been done, in other to understand the dynamics between the people’s need and tariff structure. Data collection techniques used questionnaires addressed to household customers as many as 150 respondents in the sample. Simple Analysis of the data with respect to the primary response of the respondent has been used in support of the research. These results indicate that the influence willingness to pay directly and significant is the welfare factor, socio-economic, performance, price, and affordability to pay. The study also showed that factors welfare, education, socio-economic and rates significant effect on the affordability to pay.
